Request for Proposal Application for AOD and Homelessness Project

Adelaide PHN invites proposals from suitably qualified and experienced organisations to deliver Alcohol and Other Drugs (AOD) services for people at risk of or experiencing homelessness within the Adelaide PHN region (“AOD and Homelessness Project”). The Project aims to improve access to AOD services and treatment for people at risk of or experiencing homelessness in the Adelaide PHN region targeting the Adelaide CBD and Port Adelaide Enfield.   

Adelaide PHN seeks to engage a suitable AOD service provider who has demonstrated experience in working with people at risk of or experiencing homelessness within South Australia, in accordance with the eligibility requirements referenced in the application guidelines document. Other considerations for the preferred provider include but are not limited to the following: 

  • Ability to work closely with other AOD service providers, and specialist homelessness services (SHS) to engage with and support people experiencing homelessness to access AOD treatment and primary care services.  

  • Ability to work with the SHS to develop referral pathways to ensure seamless access to AOD treatment and primary care services.  

  • Prioritisation of the provision of person-centred care that addresses the whole of person needs, including AOD, psychosocial, physical and mental health needs.  

  • Ability to provide supportive, safe, inclusive and culturally appropriate AOD services for people from Aboriginal and Torres Strait Islander communities and members of LGBTIQ+ communities. 

The successful applicant will be required to deliver high quality, responsive and timely services under the AOD and Homelessness Project to meet the needs of people at risk of or experiencing homelessness in the Adelaide city and Port Adelaide Enfield LGA region who need AOD treatment services. The Project delivery will require the services of an appropriately credentialed AOD service provider. 

Proposals will be welcomed from all organisations that have the capacity, capability and a significant track record of local knowledge and experience (local service footprint) to deliver the services. The successful applicant will be expected to commence service delivery by July 2025.  

To note, applicants are invited to have a representative attend a virtual market briefing that will be held on Thursday, 13 March 2025. Prospective applicants who plan to attend the briefing are required to send an email to applications@adelaidephn.com.au 

 to register their interest and receive the access details for the meeting.
